CBD locations offer a steady flow of foot traffic, so you have a fantastic potential audience regardless of the particulars of your action.
General Information.
All events, rallies, stalls or marches must comply with the Peaceful Assembly Act 1992.
Depending on the nature of your event may need to contact the Queensland Police Service and submit a Notice of Intention to Hold a Public Assembly/Procession form with them. Contact Headquarters on 3364 6464 to see if this applies to you.

The Queen Street Mall Area is managed by the Malls Management office of the Brisbane City Council. To hold an assembly here, you will need to lodge a Notice of Intention to Hold an Assembly/Procession using Council facilities. In some cases you will also need to include a separate Notice of Intention to Hold a Public Assembly/Procession provided by the Queensland Police Service (phone 3364 6464). Check the Peaceful Assembly Act to see if this applies to your event.
The Brisbane City Council also advises that the town clerk must have the assembly application at least 5 days before the event. The Town Clerks fax number is 07 3334 0043.

Reddacliff Place, otherwise known as Brisbane Square, is the public square immediately outside of the Brisbane City Council building at the river end of the Queen Street Mall. It can be a little difficult to figure out who to contact when wanting to plan an event in this area. I believe that the square area is managed by Brisbane Marketing, so I would suggest that they be your first port of call. Brisbane Marketing is actually a subsidiary of the Brisbane City Council, so they will easily be able to direct you to the correct BCC unit if they are not able to handle your enquiry directly.

Queens Park

Nestled in between George, Queen, Elizabeth and William Streets in the CBD, Queens Park gets a little less foot traffic, but provides lots of space and is great for holding larger events. It is also much easier for groups to access than Brisbane City Council owned locations, as applications are dealt with by the Treasury Casino, and they are generally very helpful. There are outdoor power outlets located in the front garden of the Casino hotel and maintenance staff will happily unlock the unit housing the power outlets for you.
To secure Queens Park as a venue, I suggest you contact the Hotel management, and find out what requirements they have for groups using the space. Depending on what you are planning, they may be able to give you permission on submission of a written request, or they may require a ground plan mapping out the space you plan to use. Generally the latter is only required for larger scale events requiring the erection of a number of temporary structures.

Post Office Square Park
Another location with a good amount of foot traffic, is Post Office Square, which is located across the road from Brisbane Central Train Station, and nestled within a busy business precinct.
They will allow you to erect tents and structures in the area, but do not allow for any displays which disturb the ground (like tents requiring stakes or anything likely to puncture the lawns). On a more positive note, they do have a very conveniently located power supply which they will make available upon request.
